Yoshitoshi was moved by the story of The Little Mermaid when he was a child. Now a high school student, he has only one goal, to create a cartoon in which he can make the heroine of the story happy. But when he got to high school, he was unable to achieve his goal because he couldn't find the voice that would fit perfectly with the siren. Until the day he discovers the perfect voice near a beach. The only problem is that the young woman to whom this voice belongs, and who also turns out to be her classmate Nozomi Kohamo, refuses to speak and only communicates using flags. Yoshitoshi, touched by the voice he heard near the ocean, will decide to do everything so that Nozomi agrees to lend her voice to the little mermaid and perhaps, through this, also help the young girl to overcome her fears.

Yoshitoshi a été bouleversé par l'histoire de la petite sirène lorsqu'il était enfant. Aujourd'hui lycéen, il n'a qu'un seul but, créer un dessin-animée dans lequel il pourra rendre l'héroïne du conte heureuse. Mais arrivé au lycée, il n'est pas parvenu à atteindre son objectif car il ne trouve pas la voix qui irait parfaitement à la sirène. Jusqu'au jour où il découvre la voix parfaite aux abords d'une plage. Le seul problème est que la jeune femme à qui appartient cette voix et qui s'avère de plus être sa camarade de classe Nozomi Kohamo, refuse de parler et ne communique qu'à l'aide de drapeaux. Yoshitoshi, ému par la voix qu'il a entendu près de l'océan, va décider de tout faire pour que Nozomi accepte de prêter sa voix à la petite sirène et peut-être, par là, aider aussi la jeune fille à vaincre ses peurs.
